I used to be a T-Mobile customer. The have great rate plans, but their coverage area is limited. AT&T and T-Mobile use GSM and their phones will work on each other's networks, but roaming agreements between the companies don't always allow T-Mobile customers roam on AT&T when there's no T-Mobile service. So your phone can see the AT&T network there's no T-Mobile service but AT&T blocks the connection based on the provision of the roaming agreement.
