I believe the author's definition of sleep apnea is wrong.  The purpose of the CPAP machines and the mask or other headset is to force air in through your nose and/or mouth to keep the airway open.  Also there's surgery on the throat and nose that trim back tissues to make the airway larger and less likely to blockage.
